"Janklow and Congressional legal defense fund??"

Janklow was found guilty, and got called on all his lies. Good. I caught part of a talk radio program tonight that was talking about the case. Part of what they were talking about is a congressional legal defense fund that was set up for members of Congress. Approximately $1million per person. I did a google search for this, but nothing obvious popped out in the few pages I scrolled through. Has anyone else heard about this type of fund? If so, was he able to use this to pay for his lawyers in this case, which is obviously not work related??
