Flooded Engine

My scoot was running OK. At least 2 kicks and it would start. Now for some reasn, it won't kick. I choked the engine, give it gas, and nothing. It seems to sputter and pop sometimes. it sometimes kicks on very week for a few seconds, then dies. Checked spark plug and it looks damp. lil bit wet, but clean. Could I have flooded the engine? what to do now?
